Senior Business Analyst-DOD/Navy
Remote with access to Norfolk, Virginia or Mechanicsburg, Pennsylvania

@Orchard LLC is supporting our client who has been awarded an engagement within the US Navy (NAVSUP) with an immediate need for an experienced Senior Business Analyst. The Senior Business Analyst will support requirement gathering and analysis efforts for a new enterprise system development within the supply chain function. The position is primarily remote/work from home; however, it will require candidates to be able to drive to meetings in Norfolk, VA at least once a month and minimal travel to Mechanicsburg, PA for leadership meetings.

About the Senior Business Analyst role:

The Senior Business/Requirements Analyst will play a critical role in meeting with stakeholders to gather & create IT requirements for a large enterprise system development. This individual will drive the customer towards the product selection process by identifying best practices.

As the Senior Business Analyst your work will include

• Lead the IT requirements gathering and creation efforts for a new enterprise system development in support of the Navys Naval Operational Supply System (NOSS) implementation effort.
• Analyze existing information systems to document requirements and functionality of NAVSUP business processes.
• Collaborate with technical & functional process owners to gather requirements for the development.
• Serve as a business/requirements analyst between contractor teams, stakeholders, and functional process owners to achieve business reform objectives
• Interview supply chain process owners and stakeholders to establish business process maps, requirements, pain points/gaps, and Key Performance Indicators (KPIs)
• Lead and facilitate requirements gathering workshops.
• Conduct research and interviews to assess and identify organizational misalignments and areas for efficiency improvement
• In a collaborative environment, aids in designing more efficient supply chain business processes and requirements
• Collaborate with functional, technical, and budgetary counterparts to support program management efforts
• Collaborate with colleagues to produce valid and accurately written technical content for various products (e.g., briefings, narratives, and justifications)
• Develop and present project status presentations using Microsoft Suite
• Author use cases, user stories, and functional specifications
• Understand and employ agile methodologies and practices such as scrum, kanban, and more
• Analyze and evaluate system demonstrations against requirements and provide recommendations.

Your background will include;

• 8 - 10 years of IT experience with business analysis and requirement gathering focus, BA/BS engineering or related IT.
• Experience collaborating with multiple organizations on IT delivery projects.
• Prior client-facing experience within DOD or federal programs is required.
• Ability to work with both technical and functional staff to drive and deliver requirements for the program.
• Strong interpersonal and communication skills with the ability to lead and facilitate business process design and requirements elicitation workshops.
• Experience with Agile/Scrum development.
• Knowledge of Jira and Confluence tools
• Supply Chain Management experience.
• Experience using BPMN 2.0 notation and Microsoft Visio
• Must be a US citizen.

Additional experience that would be advantageous

• NAVSUP experience or Navy Supply Chain Management experience.
• Lean Six Sigma Certification.
• Project Management Certification (PMP)
• Strong technical process writing ability.
• Strong analytical skills.
• Strong organizational skills.
• Knowledge of SAP.
