Summary/Objective Coordinate and obtain regulatory environmental permits and clearances for all MDC construction and habitat management activities involving disturbance on public lands owned and managed by MDC.
Essential Job Duties Coordinate and assist with statewide compliance inspections for Missouri Department of Conservation areas. Track and report progress on environmental compliance plans. Manage a database of Department environmental compliance commitments, including precise data entry and data Quality Assurance/Quality Control. Lead GIS support for Environmental Compliance efforts Correspond and coordinate with internal staff, contractors and external regulators via phone, email, virtual meetings, and in-person. Research and explain State and Federal environmental regulations to all staff, ranging from equipment operators to senior leadership. Provide technical guidance and compliance assistance to our facilities while gaining experience with Environmental Management Systems (ISO 14001) in a variety of facility types. Develop brochures, fliers, presentations, videos, or other creative displays to help promote and teach the new Environmental Management System program within MDC. Cross-train on other assignments including Clean Water Act Section 404 permitting and cultural clearances. Work from the Jefferson City, Missouri office is preferred, however remote work within Missouri may be considered for the right applicant. Field work and site visits will occur during the core business hours of 9am - 3pm, Monday - Friday. Applicant will have some flexibility on start time. - Remain current on statewide and district U.S. Army Corps of Engineers (USACOE) interpretation of Section 404 regulations as well as nationwide and general permits applicable in Missouri.
Education and Experience - Bachelor's Degree in geography, environmental science, natural resources, fisheries, forestry or wildlife management, conservation law enforcement, geology, or applicable field or study.
- At least four (4) years of progressively responsible professional experience or similar experience in a related discipline; or an equivalent combination of education and experience.
- Must maintain a valid, current driver's license.
Knowledge, Skills and Abilities - Preferred Experience with: SharePoint; SQL Server Databases; other Geographic Information System software; State/Federal Environmental Regulations.
- Proficient in Microsoft Office Suite, Webex/MS Teams, project management or program building, and ArcMAP/ArcGIS PRO.
- Ability to communicate professionally in person and virtually via virtual meeting platforms, email, instant messaging, email, or phone.
- Ability to work effectively as a team member and assist in resolving conflicts.
- Ability to work alongside Environmental, Fisheries, Forestry, Wildlife, Engineering, and Construction and Maintenance professionals to maintain compliance with State and Federal environmental laws.
- Ability to proficiently operate a computer and other office equipment.
- Ability to keep focused on understanding, anticipating, and responding to the needs of customers (whether Department employees or the general public).
Work Environment - Regularly work in a standard office environment.
Physical Abilities - Remain stationary up to 70% of the time.
- Regularly communicate and exchange accurate information.
- Constantly operate a computer and other office productivity machinery.
- Regular attendance is a necessary and essential function.
- Ability to regularly lift 5 pounds, correctly lift up to 25 pounds.
- Ability to travel throughout the state of Missouri, visiting indoor/outdoor facilities with uneven, rough ground surfaces. Overnight travel may be required 3-10 nights/month.
