Summary of Duties

The Assistant Inspector General for Audits (AIG-A), pursuant to the Inspector General Act of 1978, as amended, is responsible for supervising the performance of auditing activities relating to programs and operations of the National Railroad Passenger Corporation (Amtrak). This position provides executive leadership for all audit staff and ensures that reports address high-risk/high-impact issues and provide relevant and fact-based information and actionable recommendations to improve Amtrak's programs and operations. The AIG-A serves as the principal advisor to the Inspector General (IG)/Deputy Inspector General (DIG) on all audit related activities; ensures organizational compliance with ethical and auditing standards as well as relevant regulatory and legal requirements; apprises OIG management, Amtrak executives, the Board of Directors, the Congress, and other stakeholders of findings and recommended corrective actions. 

 

Essential Functions 

  • In accordance with the OIG strategic plan, directs the development and implementation of an annual audit work plan that addresses high-risk/high-impact issues, major management and financial challenges, and significant risks impacting Amtrak.
  • Directs the production of objective and independent reports containing relevant and fact-based information and actionable recommendations to improve Amtrak programs and operations.
  • Directs and manages the development and implementation of policies, procedures, and techniques for use by audit staff in performing financial, attestation and performance audits designed to promote economy, efficiency, and effectiveness and detect fraud, waste, and abuse.  
  • Makes workload determinations, prepares budget justifications, oversees budget execution, and recommends budget priorities for short- and long-range planning.
  • Oversees a quality control system designed to ensure all audits are performed in accordance with the Inspector General Act of 1978, as amended, Generally Accepted Government Auditing Standards published by the Comptroller General of the United States OIG ethical standards, and other regulatory and legal requirements, as appropriate.
  • Keeps the IG/DIG informed of all audit activities, works cooperatively with OIG leadership and communicates openly and professionally with, but independently from Amtrak executives, the Board of Directors, the Congress, and members of the press and media on audit matters, including findings and corrective actions recommended to address deficiencies.
  • Provides analysis and recommendations of proposed legislation and regulations regarding Amtrak’s programs and operations as well as OIG positions on proposed auditing standards and procedures.
  • Develops, recommends, and implements performance-based metrics for audit staff that are effective measurements of accomplishment.
  • Attracts, develops, retains, and rewards a highly skilled, diverse and motivated professional audit staff to execute the OIG mission. Collaborates across the OIG to identify top organizational talent. 

 

MINIMUM REQUIREMENTS:  

  • Undergraduate degree in relevant field (e.g., Public Administration, Business Administration, Accounting) from an accredited university. 
  • Demonstrated, progressive, Executive or senior-level experience managing and leading an audit organization or major audit unit. 
  • Demonstrated, progressive, Executive or senior-level experience in simultaneously supervising and leading multiple audit teams. 
  • Demonstrated, progressive, Executive or senior-level experience in directing and managing an audit staff assigned to Headquarters and field units with responsibilities for conducting performance, financial, and attestation audits for a Federal, State, or local government agency/organization. 
  • Demonstrated, progressive, Executive or senior-level experience in simultaneously managing multiple complex performance, financial, and attestation audits utilizing Government Auditing Standards and other legal, regulatory, and administrative requirements. 
  • Demonstrated, progressive, Executive or senior-level experience with building consensus in planning, conducting, reporting on audits, as well as gaining stakeholder support for and implementation of recommendations. This includes preparing written products and oral presentations for, and interacting with high-level officials in Congress, Federal, State or local governments, public interest groups, industry, members of the press or media, and/or the general public. 
  • Experience with TeamMate, ACL, other auditing software and Microsoft Office Suite.

  • Human Capital Management – the ability to lead people toward meeting the organization’s vision, mission, and goals; provide an inclusive workplace that fosters the development of a skilled and diverse workforce and ensure that employees are appropriately recruited, selected, appraised, and rewarded, taking action to address performance problems when necessary. 

 

PREFERRED:

  • Advanced degree, e.g., MBA, MPA, MA 
  • Expert knowledge of the Inspector General Act, as amended, and the Council of the Inspectors General on Integrity and Efficiency (CIGIE) 
  • Experience in the transportation field, preferably railroads 

 

COMPENSATION: 

The starting salary range for this position is $205,728 - $277,733.
