New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

About the Work Unit
The purpose of the Real Estate Appraisal unit in the Region ROW Services group is to ensure that all of the Region’s real property appraisal needs for right-of-way acquisition necessary for the maintenance and development of the state’s transportation system, or necessary for property sale (disposal) and similar, are accomplished by staff or contract appraisers and reviewed by same for quality and reliability.
About the Position
This position provides senior-level expert Eminent Domain appraisal services in appraisal and appraisal review or procuring same for real property interests CDOT or local agencies will buy for transportation projects, all in adherence to applicable state and federal laws and regulation. Duties include appraisal project planning and cost estimating, project scoping, and procuring and managing contract appraisal.
The position also is fully functional to perform appraisals and appraisal reviews and providing advisory services to project teams, management, and legal associates, all using clear verbal and written communications
Your duties and responsibilities will include, but are not limited to, the following:
Appraisal Planning and Assessment
- The Appraiser II job duty encompasses preliminary appraisal-related work in support of a wide range of known or prospective appraisal or related assignments that support right-of-way (ROW) acquisition and CDOT-owned property disposal.
Appraisal and Waiver Valuation Production/Assistance - Without supervisory guidance, the Appraiser II performs the full range of narrative appraisal reports in eminent domain partial/total taking appraisal, including valuation of vacant land and improved residential, commercial, office and industrial properties, and non-eminent domain appraisal of CDOT-owned (excess, disposal) property. The appraiser also may prepare or help others prepare non-appraisal, non-USPAP (Uniform Standards of Professional Appraisal Practice) compliant federally-approved Waiver Valuations.
Appraisal Contracting - The Appraiser II will act as an appraisal contract manager to engage and manage contract appraisers for assignments when Region or statewide appraisal staff are unable to handle the work by required delivery times. CDOT’s appraiser will handle all the processes and follow CDOT protocols to scope the work, select appraisers, negotiate fees, review the work to accepted delivered product and pay contractor appraisal fees.
Appraisal Review and LPA Oversight - The Appraiser II will review all CDOT and local agency property appraisals for Eminent Domain acquisition, property disposal and similar, including appraisals made for property owners, that they are properly developed and sufficiently complete, accurate, adequate, relevant and reasonable in their presentation and conclusions.
Litigation Preparation, Support, and Training - Provide senior level expert factual analysis of merits and weaknesses of CDOT and property-owner appraisals involved in litigation. Also provide other expert witness counsel and materials that support the attorney representing CDOT or an LPA in preparation for mediations, depositions, and valuation trials.
- Have the necessary qualifications and experience to be accepted as an expert witness to their own work or to others’ work in condemnation proceedings (valuation trial).
- Provide senior level litigation appraisal training to representing attorneys, ROW staff and others.
Work Environment - Daytime hours Monday - Friday (Flexible work schedule available.)
- Option to work out of our Colorado Springs and / or Pueblo office.
- Daytime travel during business hours to meetings, site visits, and industry events.
- Occasional Overnight travel to meetings and site visits.
- Required to drive CDOT vehicles.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications
- Current, valid licensure as a Certified General Appraiser from the Colorado Real Estate Appraiser Program.
AND - At least one year of independent appraisal experience as a Licensed Certified General Appraiser.
